we begin with breaking news from capitol hill. thank you for joining us for the news at noon. i'm mike hydeck. just a short while ago house speaker john boehner announced this morning he's stepping down. craig boswell explains why and what's next. >> reporter: house speaker john boehner is resigning. he made the surprise announcement during a closed door meeting with republicans.

>> it's a wonderful day. >> reporter: boehner has been under enormous crift civil from conserve -- criticism from conservatives over the funding for planned parenthood and was working to avoid a shutdown. >> i think we're going to miss him. >> i'm very sad. he's a good man. >> reporter: one of his aides released a statement saying he believes putting those through long turmoil will do irreparable damage. >> the resignation is a stark indication of the disarray of the louse republicans. >> reporter: bane -- house republicans. >> reporter: boehner's decision comes one day after his emotional meeting with pope francis. he invited francis to address congress. boehner is second in line to the presidency behind vice president joe biden. he became speaker in 2011 when republicans took control of the house. his resignation is effective october 30. craig boswell, cbs news, capitol hill. >> now the battle over funding

for planned parenthood intensified after those controversial videos surfaced in recent months. unless congress acts, the government funding is expected to run out september 30. and we have just learned the national zoo has officially named the baby panda cub born last month. his name bei bei which means precious treasure. his mother mei xiang gave birth to two cubs in august and he was the only survivor. clouds are out. friday night football is looming. are the games in jeopardy? howard bernstein joins us with the first alert forecast. >> i think most of the games will be okay but if you're watching down toward fredricksburg, culpeper, south and southwest of town, i think you have a chance for showers this evening all because of the big storm behind me. look at all the rain in the eastern carolinas going all the way back to an upper storm in northeast alabama and north georgia. around here as we look at first alert doppler, they're trying to move north but having a tough time making it too far

north of i-64. you go a few miles south of fredericksburg and culpeper, got a few light sprinkles starting to fall. the clouds are thickening and we'll be on the battle line for the next 24 to 36 hours with the rain staying to the south and north mainly dry but sunday may be a different story. low 70s in town. i'm going to come back in a few minutes. we'll talk about rain chances for the weekend and i'm already looking ahead toward next week. mike, a little warm weather is going to return. see you in a few. >> sounds good. thank you. ion murder suspect -- d.c. mansion murder suspect heads back to court. the lawyers for daron wint want the name of the witness who identified the driver of the witness's stolen porsche. that witness said the man behind the wheel had short hair. daron wind has shoulder length braids. he's facing four counts of first-degree murder in the torture and killing of the sava savopoulos family. his wife, amy, their son philip and their housekeeper veralicia figueroa. prosecutors say they are still investigating. this case heads back to court

december 17. an electrical malfunction is being blamed for a fire in bladensburg this morning. dozens of people living in the six-story building were forced from their apartments. the first three floors were evacuated. the upper floors were told to shelter in place. the northbound lanes of kenilworth avenue were shut down for a while while the fire department responded. there were no injuries in this, though. now to campaign 2016. about half of the republican presidential field will be here in this area this weekend. nick giovanni explains why. >> reporter: the road to the white house runs through the dmv this weekend. eight candidates are expected to speak at the voters summit being held at the omni hotel in northwest. donald trump has taken the stage. also set to speak, a challenger gaining on trump in the polls dr. ben carson. the retired neurosurgeon is also scheduled to speak sunday night at parkview high school in chantilly, virginia. jeb bush was stumping nearby

thursday. he campaigned for state senate candidates in bristow, virginia. dismight the low numbers, bush says he is in the race for the long haul saying in one interview, aim all in. another notable candidate who will not be in town this weekend, carly fiorina. she has been surging in the latest national polls, up to third place among likely republican voters at 11%. she will spend the weekend in iowa. pope francis has a full day of activities today planned in new york. the highlights include a visit to ground zero, a pope mobile tour of central park and mass at madison square garden. earlier today he addressed the united nations. he's calling for an effective distribution of power for the natures and preserve the rights of the people. >> the creation of the political system for regulating claims and interests along a concrete way of limiting power. >> later today the pope visits the catholic school in east

harlem. he will be at our lady of queen angels. thousands of people have lined the big apple hoping to get a glimpse of the pontiff. jamie joins us live from new york with more. set the scene for us. >> reporter: i'm at the u.n. right now, mike. it has been a crazy day here with a number of dignitaries and students who are from all over the world, a 193 different countries who came to see the pope speak. he's now at the 9/11 memorial where he's meeting with 400 different groups of people. he's also meeting with victims of 9/11. an interesting point here, he will speak at an underground flood wall that was able to hold during the 9/11 attacks. so people see that as a very significant piece to his stop there. it has just been a very busy day throughout the city of new york. there are a number of bare caitds up. -- barricades up. security is obviously tight. even here in the media pit, in

front of the u.n. we had bomb- sniffing dogs to come through to make sure there was nothing out here. later today he will be going through central park where there will be 80,000 people that were ticketed to see him in central park today. and then later on to madison square garden where people are supposed to show up four hours before the event tonight to do that security sweep. but don't worry about them because as they're waiting, harry conic, jr., jennifer hudson and gloron estefan will be perform -- gloria estefan will be performing before he takes the stage. >> that is a fantastic treat. >> reporter: i'll say. unfortunately billy joel fans had to push their concert back a day for the pope. everybody was okay with it. billy joel's stage manager, as a matter of fact, got to do the lighting and take a look at the sound system. he was excited about that. >> that is fantastic. we understand he was just here of course in the nation's capital. the security was as tight as we have ever seen it and manhole

covers there are sealed. so are lampposts. impressive security in new york. we appreciate your time. have a great time with the pope. >> reporter: thank you. president obama now is moving on. the pope is out of town. he welcomed china's president xi jinping to the white house. the president said the two countries have a long history of friendship and cooperation, but there of course are key disagreements in a number of areas, including cybersecurity. the chinese leader's state visit could have some big implications on the future of cybersecurity here in the united states. for full coverage of the official visit, check out the wusa9 app. today is the day the new iphone 6 and 6 plus is out on the shelves. long lines outside several area apple stores started to form yesterday and they spent the night on the sidewalk. many of them especially in georgetown and now more dedicated phone lovers are waiting for their chance. here's more from nikki burdine. >> reporter: nearly everyone we

welcome back to the news at noon. dozens of people are injured, mostly suffering broken bones after a 6.6 magnitude quake shook in the waters off indonesia. there are also reports of heavy damage to hundreds of buildings and houses. the quake struck early this morning in indonesia's west province. many people living in the area fled their homes as they panicked. some of the hospitals were evacuated, too the extent of the damage, though, is still being addressed. right now thousands of refugees are still making their way to croatia. they are walking to a camp near the boarder with serbia. police and rescue workers are trying to control the crowds. the problem is the camp can only receive 3,000 people. there's also concern about cold weather as well. once the camp is overcapacity, women and children are allowed insides the tents. the -- inside the tents. the men are left standing outside waiting to register to

get in. environmental activists from grease peace staged a protest outside volkswagen's headquarters in germany. they're calling for the automaker to release the information it has about toxic emissions. some of the protesters carried large cutouts of opinion pinocchio, the cartoon -- pinocchio, the cartoon contactor saying no more -- character saying no more lies. the auto company said it rigged auto emissions tests so they would pass in the united states. tracking a storm to the south and if we get some rain, it might clean the air out a little bit because the al dle update has come n. we got the new number -- come in. we got the new numbers. the mold is high. ragweed is in the moderate category. trees and grasses are low. your weekend forecast is coming up when wusa9 news at noon returns.

welcome back. this time last year the headlines were dominated by the search for hannah graham. police quickly identified jesse mt. through as a person -- matthew as a person of interest and later a suspect. he was tracked down in texas a couple of weeks before graham's remains were found outside of charlottesville. cbs "48 hours" is focused on the graimg case. >> we'll work -- graham case. >> we'll work relentless. >> reporter: videos show hannah graham in the last few hours. lloyd snook walked us through them. >> this was mcgrady's.

this is a restaurant. you see hannah graham coming in from the lower left. she's highlighted. >> she seems a little unsteady on her feet both here and later on in the video. >> reporter: then she's seen on camera at the charlottesville downtown mall. surveillance tape also capture a man walking in the foreground. >> you'll notice he's a pretty distinctive looking guy. >> reporter: he is 32-year-old jesse leroy matthew, jr. in the last video hannah and matthew are seen walking together. a predator prosecutors say with his victim. 35 days after she disappeared, hannah graham's remains were found. matthew stands charged with her murder. hannah graham wasn't the first young woman in the area to go missing or to be attacked. >> we are part of a club. we're part of an ugly little club. >> reporter: jill harrington's 20-year-old daughter morgan was abducted and murdered in 2009 and just last week a bombshell.

jesse matthew also was charged with the murder of morgan harrington. >> it's been six years to try and find a person who we believe killed our beloved daughter morgan dana harrington. >> reporter: but authorities believe neither the graham nor the harrington murder was jesse matthew's first crime. >> susan spencer there. "48 hours: hannah graham, deadly connections" airs tomorrow night right here on wusa9 at 9:00 p.m. do you remember playing tag when you were growing up? one washington state school district says you're out. at least to when it comes to playing that game on the playground. mercer island administrators are telling children they must keep their hands to themselves. the administrators say they're just trying to ensure physical and emotional safety among students. ntparee s arfurious. hundreds of moms and dads voiced their concern on facebook. they are particularly angry because the district did not ask parents what they thought first. james dukes is a proud big

brother. james helped deliver his baby brother at a home in marietta, georgia when his mom went into labor early. we have this incredible story from new york. >> reporter: royal dukes will never hear the end of it. >> i was born right here in this house. >> reporter: how his 11-year- old brother james stepped in to deliver him when mom went in to early labor. >> all of a sudden i couldn't get to the bed anymore so i just collapsed on the floor. >> reporter: just as suddenly royal was born and with dad at work, james jumped in. >> when he came out, i grabbed the baby first and gave it to my mom. it didn't really scare me. let me clean the baby off, make sure he's okay, make sure my mom is okay. >> reporter: then james called 911. >> my mom just had a baby at the house and she needs somebody to come. >> i want you to clean off the baby's mouth and nose and dry him off with a towel, okay? >> he was my help. he was my grawsheddian age --

guardian angel. he played the manual. -- the man. he made the doctor. he was a super hero. >> reporter: since he was in kindergarten he dreamed of playing in the n.f.l. but since tuesday, he picked a new career. he plans to be a doctor. >> did you see how unflappable he was at such a young age? the whole family is doing just fine. super, super story there. >> a cool, cool kid. >> totally relaxed. >> whatever he chooses medicine wise, surgeon, whatever, he will be great. >> you think so? >> yes. the weekend is here. friday night football, going to be a big day this evening and then we head into the weekend. >> light jacket. we may run into a shower or two, especially south of washington. i think we'll be okay for the most part tonight and tomorrow. sunday i have some concerns that it could be a little wetter. a lot of clouds out there. that's what we'll see for much of the afternoon, clouds. if you are farther south, fredricksburg, culpeper, down there, you have a better chance of seeing a few showers this afternoon, tonight, saturday

than north of washington where you'll -- you may have to wait till sunday before you see some showers. we'll top out low to mid-70s here, back into the upper 60s, low 70s by 7:00, 8:00. a few showers mainly south. the nationals are hosting the phillys tonight. yeah, there could be a passing shower or a couple light sprinkles. i think the vast majority of the rain will stay south. a lot of rain in the carolinas. the outer banks are getting pounded with rain there. we have light to moderate rain across southwestern, southern virginia having a tough time moving south of i-64. it doesn't make a lot of advancement in towards southern culpeper county. just creeping up toward southwest fredricksburg area right now. that's what we'll be watching. but if you have any concerns for the weekend, if you're traveling down toward richmond or to the carolinas, much wetter down there i think at least for saturday. and where it's been raining temps in the low 60s. we're cloudy anyway. low 60s in luray and front royal. we're sitting at 72. easton 75 degrees. here in washington cloudy skies

on our michael & son wester camera. we had a speck -- weather camera. we had a spectacular sunrise. a northeast at 14. that will keep us kind of cloudy and cool and breezy over the weekend. so we do have a cloudy weekend ahead. tracking a coastal low with showers mostly south through saturday. i think nday showers more likely. a big expansionive storm system tapping some atlantic moisture and a low-level low back here will be moving toward the east, northeast. again i do think sunday likely to be a little bit wetter than saturday. that may be a yellow weather alert day. topper will have more starting at 5:00. 76 degrees this afternoon if not the low 70s where you are. chance for those showers south. tonight 50s and 60s. tomorrow 70 with clouds, a few showers mainly south and southwest. then as we get into sunday, i think showers are more likely. 70 may be optimistic. now, monday an early shower will give way to afternoon sunshine. we warm up into the upper 70s.
